The North South Education, Skills and Training: Empowering Economic Mobility (North South ESTEEM) project is a 39 month cross border initiative (2025–2029) led by Atlantic Technological University in partnership with Ulster University, North West Regional College, Donegal ETB and the Centre for Cross Border Cooperation (CCBC)
The project’s purpose is to develop research, pilot actions and an all island strategy to address systemic impediments to cross border tertiary education mobility and employment skills mobility across Ireland and Northern Ireland.
This includes:
• Addressing barriers linked to qualification frameworks, application systems, accreditation, licensing and regulation
• Designing and evaluating pilot interventions (Student SPACE; Work SPACE)
• Developing the North South ESTEEM Strategy to inform national policy in both jurisdictions
The Programme Manager / Senior Policy Analyst will play a central role in delivering ATU’s research commitments across all work packages, serving as a lead researcher within the ATU team.
The purpose of this Programme Manager / Senior Policy Analyst role is to lead ATU’s analysis and project delivery within the North South ESTEEM Project, ensuring the production of high quality, policy relevant research outputs.
The post holder will coordinate ATU’s contribution to project Work Packages 1–3, undertake comparative education and labour market analysis, work with cross border partners, and support the development of the final North South ESTEEM Strategy.
