We are currently progressing our Masterplan towards 2040, with significant investment in infrastructure, sustainability, and digital transformation.


The Role


The Engineering Manager – Civil, Structural & Utilities is responsible for the strategic management, performance, resilience and lifecycle optimisation of Dublin Port Company’s land and marine civil, structural and utility assets. The role ensures that civil, structural and utility assets support safe, reliable, compliant and efficient port operations, while aligning with DPC’s long-term capital investment plans, sustainability objectives and regulatory obligations. The role will provide leadership to support and develop technical teams while translating business needs into robust asset strategies and investment plans. The role is accountable for ensuring the reliability and availability of critical land and marine civil, structural and utility infrastructure, including roads, pavements, quay walls, bridges, drainage systems, utilities networks and associated port infrastructure, while meeting the operational needs of port users. Operating across a 260-hectare port estate and a further 44-hectare inland site, the Engineering Manager – Civil, Structural & Utilities is responsible for safeguarding essential assets and supporting the smooth functioning of Ireland’s largest port.


Purpose


  • Provide strategic leadership across the Engineering & Sustainability function, guiding the implementation of the organisation’s asset management strategy for land and marine civil, structural and utility assets.
  • Act as a key member of the Engineering & Sustainability leadership team, contributing to decision-making and deputising for the Head of Function when required.
  • Be a trusted leader within the Engineering function, actively contributing to the delivery of the organisation’s people strategy and fostering a high-performance, inclusive culture.


Key Responsibilities


Strategic Asset & Lifecycle Management


  • Lead the development and delivery of asset management strategies for all land and marine civil, structural and utility infrastructure, covering condition, criticality, renewals, obsolescence and reliability. Optimise lifecycle performance by controlling cost, risk and operational outcomes.
  • Partner with the Maintenance Planning Engineer to strengthen asset data quality, reporting and budget planning. Shape medium- and long-term investment plans aligned with port development, decarbonisation and resilience goals.
  • Act as project sponsor for Civil, Structural & Utilities elements of capital works, ensuring robust requirements, documentation and handover processes are achieved. Support readiness for new assets under Masterplan 2040 and maintain strong relationships with key stakeholders across the port estate. 
  • Ensure operational requirements, engineering standards and asset management principles are embedded throughout the full project lifecycle in collaboration with the Project Management Office (PMO).


Leadership


  • Lead and develop a multidisciplinary Civil, Structural & Utilities team, embedding a strong safety culture, clear objectives and high performance. Ensure appropriate resourcing, capability development and alignment with organisational strategy in partnership with the Head of Function. 
  • Drive a high-performance culture through coaching, feedback and development planning while supporting succession planning and long-term team capability.


Standards, Compliance & Governance


  • Ensure civil, structural and utility assets are safe, reliable and fit for purpose. Manage risks related to asset condition, resilience and ageing infrastructure.
  • Establish engineering standards, assurance processes and performance KPIs for Civil, Structural & Utilities assets. Ensure compliance with statutory, regulatory, environmental and safety requirements while promoting strong asset management practices.
  • Provide technical leadership and subject matter expertise across engineering, maintenance and capital delivery activities.


Qualifications and Experience


Mandatory


  • A relevant 3rd level engineering qualification 
  • 8–10 years engineering or asset management experience in civil, structural and/or utility infrastructure within a heavy industrial or infrastructure environment 
  • Understanding of relevant European and National H&S legislation 
  • Experience developing lifecycle strategies, renewal and obsolescence plans and long-term capital investment programmes 
  • Experience supporting or overseeing procurement strategies, technical tender evaluations and contract performance 
  • Proven experience leading, motivating and developing technical teams 
  • Excellent influencing, relationship building, interpersonal and communication skills


Desirable


  • Formal training or certification in Asset Management 
  • Membership of an Asset Management Institution is desired but not essential 
  • Chartership with Engineers Ireland or working towards Chartership is desired but not essential 
  • Familiarity with CMMS/EAM tools (e.g. Pemac, Maximo, SAP PM) 
  • Experience in port, maritime or heavy industrial environments 
  • Familiarity with contractor management and permit to work system
