The Role:
The Financial Governance and Compliance Function delivers all Integrated Assurance activities and Continuous Controls Monitoring for Uisce Éireann. The function plays a key role in supporting the CFO and other Finance teams in activities related to oversight groups such as the Water Advisory Board, Public Accounts Committee and Oversight Monitoring Group. Additionally, the function is responsible for delivering the Expenditure Approvals Committee process in conjunction with the Commercial Team and drives an effective review process for commercial contracts in Uisce Éireann. It also oversees all Insurance activities for Uisce Éireann and provides preliminary audits and review services of the business on contracts implementation.
The Insurance area is not only responsible for ensuring that UE has the most appropriate insurance cover in place, but also for ensuring that insurance related claims are investigated and managed in a cost-effective manner in accordance with policy terms and conditions.
The Insurance Placement Team is responsible for supporting the Insurance Placement Manager in the delivery of insurance programme placements for Uisce Eireann incl. the handling of insurance queries from the business and other duties as assigned.
Reporting to the Insurance Placement Manager, the Construction Insurance Technical Lead will oversee the execution of the Uisce Éireann Owner Controlled Insurance Programme (OCIP). The role holder will take the lead in providing analysis on project and/or construction related contracts from an insurance perspective and inform the various business areas of resulting insurance implications. They will provide supportive and innovative insurance solutions to all business areas on construction projects and provide technical specialist knowledge on construction insurance.
Main Duties and Responsibilities:
- Support the Insurance Placement Manager in the renewal, procurement and day to day operation of the Uisce Éireann insurance programme in accordance with procurement law
- Gather relevant underwriting information, preparation of markets submissions etc.
- Responsible for providing advice to the business on insurance implications from construction projects contracts/contractual liabilities as they arise in order to ensure that the business is adequately protected
- Oversee the execution of the Uisce Éireann OCIP in respect of construction projects ensuring that organisation has appropriate and adequate insurance protection across its construction related activities
- Manage and develop external relationships with Insurance Brokers/Underwriters and other Service Providers locally and internationally in order to promote Uisce Éireann in the general insurance/construction/OCIP market
- Responsible for completing a thorough analysis of construction project contracts from an insurance perspective while ensuring that the requirements of the OCIP declaration placement are being adhered to
- Exercise judgement and engage with Legal, Procurement, Project Managers etc. with regard to drafting of insurance provisions within construction and other various contracts and agreements in order to ensure the company is protected and acts fairly when engaging with its Contractors/Service Providers
- Review insurance contract documentation in preparation for sign off by the Insurance Placement Manager in accordance with internal procedures
- Ensure that the Insurance Placement Manager has full visibility of any changes that may affect our corporate position and provide ongoing analyses/presentations and other ad hoc requirements
Analyse claims trends on a quarterly basis and report the findings to the Insurance Placement Manager - Collaborate with the Insurance Placement Manager on contract reviews from an insurance perspective and engagement on insurance contract clause amendments with Internal/External
- Legal Advisors in respect of construction contracts and/or others as required
- Continuously develop a strong technical knowledge of general insurance covers
- Maintain and develop relationships within the business to ensure that they are supported and there is a high-level understanding of insurance requirements/policy coverage
- Advise the Claims Department, as required, on insurance coverage related matters
- Support the Insurance Placement Manager with the execution of Request for Quotations (RFQs) from Framework brokers for major projects and projects which fall outside the scope of the OCIP declaration arrangement
- Other duties as required from time to time.
General Duties and Responsibilities:
- Collaboration with key internal stakeholders across the UÉ business
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
- Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
- Other duties as required.
Knowledge, Skills and Experience:
- Relevant third level qualification and/or ACII, MDI, Dip CII Insurance Institute of Ireland/Chartered Insurance Institute qualification or equivalent qualification is desirable
- A minimum of 5+ years’ meaningful experience of Corporate Insurance preferably obtained in a Broking environment, In-house environment, Underwriting and/or similar role handling various classes of general insurance
- Contract savvy, with an in depth knowledge of insurance contract wording is desirable
- Experience within the Utilities Sector or similar In-house environment with Construction/Engineering insurance knowledge is desirable
- An understanding/knowledge of Owner Controlled Insurance Programmes/Project Insurances would be an advantage
- Experience and knowledge of a self-insured environment would be an advantage
- Experience in managing end-to-end processes to ensure delivery meets customer expectations
- Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally and offer guidance and support to make the right decisions
