The Role: 

The Supply Chain function in UÉ manages the end-to-end strategic procurement process through Supply Chain Category Management, Supply Chain Capital Delivery, and Supply Chain Operations

The Supply Chain Tender Delivery team structure in Uisce Éireann is a specialized model with distinct focus on standardized, efficient execution of Direct, Indirect and Capital tenders, contracts and Oracle P2P activities in line with internal PD02  PD03 compliance obligations and external EU Procurement Regulations.The team provides Public Procurement leadership for specific category areas across Uisce Éireann and is responsible for mentoring, developing and cross training team members throughout Tender Delivery, to maximize capacity for effective delivery of the Supply Chain Demand Plan. Additionally, they are accountable for procurement compliance.

Reporting to the Tender Compliance and Administration Lead, the Tender Compliance and Administration Analyst will be responsible for assignment, coordination and progression of day-to-day tendering activities for the Tender Compliance team by providing team support throughout the tendering process to include; preparing of materials for all tenders, proposals, pre-qualifications and client presentations. Additionally, they are responsible for procurement process compliance.
 

Main Duties and Responsibilities:


•    Takes responsibility for assigning and balancing tendering administration activities across Tender Administrator Officers to ensure priorities are achieved and KPIs are consistently delivered. 
•    Acts as initial escalation point for Tender Administration Officers in relation to queries. 
•    Owns coordination and overall responsibility for Tender Administration Officer process training and knowledge build. 
•    Takes ownership for e-Tenders platform, driving deployment and managing change control. 
•    Coordinating the detailed content/ requirements to be included as part of the tender documentation with the relevant procurement team members . 
•    Assist with key tender milestones in concert with tender administration processes to ensure they are accurately completed in order to meet deadlines. 
•    Owning the tender documentation template and ensuring the standardisation of tendering documentation across Uisce Éireann. 
•    Manage tender correspondence in line with internal and external guidelines, and to required timelines. 
•    Assist in the data gathering and research of external data and information required as part of the detailed content / requirements.  
•    Support the selections process in conjunction with the relevant teams.  
•    Reporting on procurement tender outcomes and supplier selection. 
•    Manage the storing of all documentation relating to tenders. 
•    Liaising with Procurement teams in Uisce Éireann as necessary in the completion of tender documentation. 
•    Raise potential risks and issues in relation to the tender process as necessary.  
•    Other duties as required from time to time.  


General Duties and Responsibilities

•    Collaboration with key internal stakeholders across the UÉ business
•    Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 
•    Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
•    Other duties as required.

Knowledge, Skills and Experience:


•    Relevant third level qualification and or accreditation is desirable 
•     A minimum of 3 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
•    Experience managing a team, with strong people, change management and conflict resolution skills
•    Ability to develop and maintain effective partnerships with key stakeholders internally and externally 
•     Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others
•    Highly motivated individual, working to the highest professional standards and with proven ability to deliver results within a team. 
•    Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
•    Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
•    Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
