Job Summary

ROLE:

Cork County Council invites applications from suitably qualified persons, who wish to be considered for inclusion on a panel from which vacancies for District Supervisor, Roads, Transportation & Area Services Kanturk/Mallow MD may be filled.

DUTIES:

The District Supervisor duties shall include but are not limited to the following;

1. To supervise, motivate and direct staff in his/her area and all works in their charge, including organising and planning work such as surface dressing, pavement overlays, wet-mix, road strengthening and repairs, road maintenance, drainage works, pipe laying, repairs to bridge/culverts, general concrete works, footpaths, maintenance of public amenities (i.e. public facilities, public spaces and graveyards etc.) or any other works, and including compliance with the provisions of the Safety, Health & Welfare at Work Acts, under the direction and supervision of the appropriate supervisor and other supervisory staff;

2. Responsible for the provision of a safe working environment for all employees and the general public, on all work assigned to him/her;

3. The allocation of work to employees as directed by the Council’s Engineers.

4. To report at 8.30am starting time to anywhere within the assigned Kanturk/Mallow Area;

5. To deal with queries and complaints from members of the public in a courteous, prompt and efficient manner and to keep the Area Engineer or other designated person informed of such dealings;

6. To furnish relevant reports when required including, but not limited to, inspection of road reinstatement by third parties carried out under road opening licences;

7. To keep records and measures of all plant, labour and materials on works, costings, etc. assigned to him/her and submit same to the Area Engineer/Area Office;

8. Maintain a comprehensive daily site diary documenting all site activities, progress updates, resource usage, and to provide a clear record for resolving potential disputes.

9. To investigate complaints, write clear and accurate reports and submission of same as required;

10. To liaise with community groups and other stakeholders.

11. To liaise with and supervise work carried out by contractors / sub-contractors engaged by the local authority;

12. To use as directed and upon receipt of appropriate training, Information Technology equipment, including personal computers, handheld technologies, and other equipment as directed;

13. To use MS Word; Excel; Powerpoint; Computer-Aided Design (CAD); Outlook; Dash; Integra, etc.

14. To take part in tendering and procurement training and to organise / advertise tenders on supply.gov and other public service tender sites;

15. The holder of the post will be required to avail of modern communications, such as mobile phone and / or tablet, as directed;

16. To attend Temporary Traffic Management Design training (mandatory) and to prepare, design and implement Temporary Traffic Management Plans where required for road works.

17. To keep the Area Engineer advised on all matters which may be of importance in the interest of the County Council and to liaise with other sections of the Council on works and emergencies;

18. To participate in training provided by the County Council and to facilitate training of staff; Maintain training records for outdoor staff and arrange staff training as required.

19. To participate as required in evaluation of staff and appraisal by Area Engineer or other designated person;

20. To accept and make phone calls out of office hours, particularly in relation to the call out crews for emergencies including storm events, winter maintenance and/or flooding; Be available to receive and make phone calls outside normal working hours, particularly in relation to call‑out crews responding to emergencies such as storm events, winter maintenance, or flooding. Provide timely advice and support to emergency crews during severe weather incidents or other road-related events.

21. To implement Health & Safety policies and procedures specifically with respect to delivering toolbox talks to staff, disseminating Safety Alerts and Bulletins and undertaking Safety Tours of Inspection;

22. To read, prepare, and update road construction and drainage drawing

23. To carry out any other duties may be assigned to him/her from time to time and to contribute to the development of the post while in office.
