Job Summary

The Position:

 

This role is a central technical and operational position within the Information Systems Department, supporting the delivery of highquality digital services, enterprise applications, and the organisations technical infrastructure.
The successful candidate will contribute significantly to the Council’s digital transformation agenda. This includes leading and supporting the development of system integrations, workflow automations, and business process improvements across the Microsoft 365 platform (such as Power Automate, Power Apps, SharePoint, and related services), as well as other integration or automation technologies where required.
The post holder will play an active role in planning, implementing, supporting, and continually enhancing our SharePoint environment and wider digital ecosystem in alignment with national frameworks such as the Connecting Government 2030 Strategy and the Public Service Data Strategy.
The position requires strong technical expertise, excellent problemsolving abilities, and the capacity to engage effectively with internal stakeholders and external suppliers. As a member of a dynamic IS team, the successful candidate will contribute to the delivery of secure, resilient, and efficient digital services across the organisation, enabling improved service delivery, better use of data, and modern, usercentred digital processes.

 

 

key responsibilities

  • Support the design, delivery and ongoing management of the Council’s ICT systems, applications and technical infrastructure, ensuring they remain secure, reliable and aligned with organisational priorities.
  • Provide technical expertise to maintain high availability, performance, security and compliance across all ICT platforms, including cloud and onpremise environments.
  • Maximise the use of SharePoint Online as the Council’s primary document and records management platform, working closely with the Records Manager to ensure best practice, governance, and compliance.
  • Contribute to the Council’s digital transformation programme, including cloud adoption, business process digitisation, modernisation of legacy workflows, and the development of system integrations and automations (primarily across Microsoft 365, but extending to other platforms where required).
  • Assist in the administration, enhancement and lifecycle management of enterprise systems such as SharePoint Online, Microsoft Azure, Microsoft Power Platform, and other lineofbusiness applications.
  • Work with business units to gather requirements, document business processes and develop ICT solutions that support modern, efficient, usercentred service delivery.
  • Participate in project teams delivering system upgrades, migrations, enhancements and new technology implementations, ensuring technical quality, security and alignment with ICT architecture standards.
  • Develop, implement and support integrations and workflow automations, including Power Automate flows, APIbased integrations, data connectors and lowcode/nocode applications where appropriate.
  • Provide advanced technical support, incident troubleshooting and escalation management, ensuring prompt resolution of issues and effective coordination with internal teams and external vendors.
  • Ensure adherence to GDPR, records management requirements, cybersecurity standards, and internal ICT policies, acting as a point of assurance for data protection and information governance.
  • Liaise with vendors and service providers, managing SLAs, escalating issues effectively, and ensuring value for money in line with procurement and governance requirements.
  • Produce clear technical documentation, user guides, operational runbooks, reports and presentations to support decisionmaking, training, and knowledge sharing.
  • Contribute to the development, maintenance and testing of business continuity and disaster recovery plans, ensuring resilience across core ICT services.
  • Maintain awareness of emerging technologies—particularly in cloud services, data platforms and automation frameworks—and identify opportunities for innovation and improvement across the organisation.
  • Promote good practice among staff regarding data protection, records management, information security, and compliance, supporting awareness campaigns and training where required.
  • Collaborate closely with ICT colleagues to support the coordinated delivery of systems and services, contributing to a positive, proactive and highperforming ICT function.
 

Duties and technical skills required

                                  
  • Significant experience administering Microsoft 365 services, particularly SharePoint, Teams and OneDrive, including configuration, governance, permissions, lifecycle management and optimisation.
  • Strong understanding of SharePoint/OneDrive development and administration, including site architecture, metadata, content types, automation capabilities and bestpractice governance.
  • Proven capability in workflow and automation development, ideally using the Microsoft Power Platform (Power Automate, Power Apps) and related integration tools.
  • Strong technical knowledge across cloud services, ICT infrastructure, networking, security and enterprise applications, with an ability to understand and troubleshoot complex systems.
  • Excellent analytical and problemsolving skills, with the ability to diagnose multilayered technical issues and propose effective solutions.
  • Strong communication, interpersonal and documentation skills, with the ability to engage clearly with both technical and nontechnical stakeholders.
  • Demonstrated ability to work collaboratively within a team and contribute to multidisciplinary ICT and organisational project groups.
  • Experience managing multiple priorities, tasks and deadlines, with the ability to adapt to changing requirements and stakeholder needs.
  • Good understanding of publicsector ICT governance, including GDPR, data protection, records management, information security and recognised security frameworks (e.g., ISO 27001, NIS2 awareness an advantage).
  • Experience in vendor and contract management, including SLA oversight and publicsector procurement processes, is an advantage.
  • Commitment to continuous improvement, innovation and highquality service delivery, with an ability to identify opportunities for digital transformation.
  • Ability to lead projects to successful completion, contribute to policy development, and support the creation and implementation of ICT procedures and technical standards.

Qualifications

The Minister for Housing, Local Government and Heritage has declared that the qualifications for the position of IS Analyst Developer (Grade 6) shall be as set out hereunder.
  1. Character
              Candidates shall be of good character.
  1. Health
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.  For the purpose of satisfying the requirements as to health, it will be necessary for successful candidates, before they are appointed, to undergo at their own expense a medical examination by a qualified medical practitioner to be nominated by the Local Authority. On taking up appointment the expense of the medical examination will be refunded to candidates.
  1. Education, Training, Experience, etc.
Candidates must have, on the latest date for receipt of completed applications:
(A) A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e. honours degree) in a relevant computing discipline and at least 3 years directly relevant, recent ICT hands-on experience from your employment to date
OR
(B) A qualification at Level 8 on the National Framework of Qualifications (NFQ) major award (i.e. honours degree), or higher, with computing taken in the final year and at least 4 years directly relevant, recent ICT hands-on experience from your employment to date*
OR
(B) A Level 7 NFQ major award qualification in a relevant computing discipline and at least 4 years directly relevant ICT hands-on experience from your employment to date*.
OR
(C) A level 6 NFQ major award qualification in a relevant computing discipline and at least 5 years directly relevant ICT hands-on experience from your employment to date*
And
Have a satisfactory knowledge of public service organisation or the ability to acquire such knowledge.
*Relevant ICT hands-on experience should include, but is not limited to: areas such as managing delivery of digital solutions, enterprise architecture, software and applications development projects involving a range of technologies and platforms covering web development, data management, database administration, business analysis/discovery, business intelligence and data analytics, DevOps, enterprise architecture, technical infrastructure service design and delivery, server and client operating systems and architecture stacks, telecommunications and networking infrastructure delivery support, technical support, ICT service management, operations and server support, ICT/ cyber security, mobile device management, virtualisation delivery support, database and application support, cloud computing, etc.

Each candidate must be under 65 years of age on the latest date for receipt of completed application forms for the office.

*Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document.
