Job Summary

INTRODUCTION TO ROLE:


Waterford City & County Council is currently inviting applications from suitably qualified persons for the above competition. Waterford City & County Council will, following the interview process, form a panel from which future relevant vacancies may be filled in Departments such as Housing, Economic Development and other Departments, subject to sanction approval from the Department of Housing, Planning and Local Government. This panel will exist for one year and may be extended for a further period of one year at the discretion of the Chief Executive.                            
 

ROLE & DUTIES OF THE POST


Duties
  • Financial Management of projects carried out by the section from feasibility stage to delivery and review.
  • Cost control, cost benefit analysis and pricing bills of quantities for tenders.
  • Risk analysis and evaluations.
  • Preparation of cashflow forecasts.
  • Analyzing and reporting on tenders.
  • Procurement of consultants and reviewing framework documentation.
  • Assessment of SAQ (Suitability Assessment Questionnaire) and making recommendations for appointment of consultants.
  • Procurement, administration and management of contract notices for works and works related services through e-tenders;
  • Assist in the implementation and management of Green Procurement and the implementation of the organisation’s Local Authority Climate Action Plan (LACAP).
  • Ensuring the correct insurances are in place.
  • Preparing and monitoring all formal contract documentation for signing.
  • Engagement with internal and external resources and assisting when required in the development and delivery of projects.
  • Managing externally procured consultant design teams.
  • Assessing and agreeing contractual claims including negotiating claims with contractors.
  • Preparing final accounts.
  • Attending Steering Meetings and Team Meetings as directed.
  • To operate in a collaboarative environment with other teams in the Council and particularly in the Economic Development Section.
  • Assessment of Contractor Claims and Valuations and making recommendations on payment certificates.
  • Partaking in adjudications, conciliations, arbitrations and dispute resolution with regards to construction projects. 
  • Evaluation, negotiation and agreement of costs submitted by third parties and preparing formal responses to same e.g. Part V submissions, Affordable Housing proposals, Turnkey submissions, Competitive Dialogue process etc;
  • Assisting with funding applications and claims to various government departments.
  • Procurement and management of external professional and technical services for assistance with project planning and delivery, including assessment and recommendation of appointments.
  • Preparation and presentation of update reports as and when required.
  • Advising team on cost implications of arising variations.
  • Maintain records for projects and assisting with establishment of procedures to ensure efficiency and will satisfy any future audit process.
  • Managing and maintaining the Health & Safety policies provided by WC&CC.
  • Managing and developing staff;
  • Representing the Council at a variety of meetings
  • Working effectively with the Elected Members and Council staff towards the successful and speedy implementation of designated projects
  • Participating in ongoing personal and professional development.
  • Assist in the implementation of Building Information Management (BIM) within the organisation.
  • Other duties that may be assigned periodically.      
The ideal candidate will demonstrate through their application form and at the interview that he/she has:

Candidates must also:

 
  • have the knowledge and ability to discharge the duties of the post concerned;
 
  • be suitable on grounds of character;
 
  • be suitable in all other relevant respects for appointment to the post concerned, candidates, if successful, will not be appointed to the post unless they;
 
  • agree to undertake the duties attached to the post and accept the conditions under which the duties are, or may be required to be, performed;
  • are fully competent and available to undertake, and fully capable of undertaking, the duties attached to the position.

 

The ideal candidate shall;

 
  • possess good professional knowledge and skills;
  • possess good IT skills, including Microsoft Office and in particular, Excel and Word;
  • possess a working knowledge of BIM (Building Information Modelling), ICMS and its implications and potential for project delivery;
  • have a strong, outward looking perspective and possess an awareness of developments within the construction sector;
  • the Capital Works Management Framework and the Public Works contracts;
  • experience in adjudication, conciliation, arbitration and dispute resolution on construction projects;
  • experience in all aspects of Change Management;
  • working towards Chartership;
  • have the ability to work on own initiative or as part of a team;
  • be a proactive problem solver;
  • have knowledge of the requirements of “Agreed Rules of Measurements“ and in particular supplement 1 and 2 of that document;
  • have strong interpersonal, communication, organisational and IT skills;
  • have a good working knowledge of Health & Safety Legislation and Regulations and their application in the workplace in accordance with the City Council’s approach to managing safety in the workplace.

Qualifications:


CHARACTER
Candidates shall be of good character.

HEALTH
Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

EDUCATION, TRAINING, EXPERIENCE, ETC
Each candidate must, on the latest date for receipt of completed application forms –
 
  1. hold a professional qualification in Quantity Surveying that is prescribed under the Building Control Act 2007, or a qualification in Quantity Surveying, that is equivalent to a qualification so prescribed in Section 29 of the Building Control Act 2007 and
  2. be eligible for registration as a Quantity Surveyor under the Building Control Act 2007 without requiring further assessment.  Any appointment by the employing local authority will be subject to registration under the Act;
  3. have a least five years satisfactory experience of Quantity Surveying work;
  4. possess a high standard of technical training and experience; and
  5. possess a high standard of administrative experience.
