The Sovereign Cloud Delivery Team in CO+I helps independent partners efficiently run and manage Microsoft-built data centers, spanning IT Operations, Deployment, Physical Security, and Critical Environment. As a Senior Technical Program Manager, you'll drive delivery of essential processes and solutions that support the success of Sovereign Cloud Partners through collaboration within CO+I, across Microsoft, and with each partner. This role demands excellent management of ambiguity and strong accountability.

Responsibilities
We are looking for someone with great project and change management skills who is passionate about process improvement, will drive actionable insights across complex business, and will identify and resolve critical problems for our stakeholders.
- Manage Sovereign Program Management deliverables across multiple CO+I functions in support of datacenter delivery from Request For Proposal(RFP) response through operational handover.
- Help solidify Microsoft’s Sovereign Datacenter programs competitive advantage by applying systems thinking methodologies and industry standard project and program management best practices across the team.
- Manage cross-functional, geographically dispersed virtual project stakeholder teams (i.e. delivery, procurement, software development, and operations) creating relationships and connectivity across disparate teams, processes, and systems.
- Leverage technical acumen in mechanical/electrical systems, structures, networking, and software development to facilitate and support system-level engineering problem solving and ideation
- Works with cross-functional (e.g., Operations, Product Teams, Engineering, Finance) stakeholders to test and deploy complex programs with minimal coaching.
- Produces collateral (e.g., proposals, strategy walking deck, internal and external pitch content) to incorporate stakeholder needs and ensure the business objectives are met.
- Communicates clearly on the benefits of the program, the release plan and communicates the program status and risk to relevant stakeholders and holds them accountable for following the established schedule, risk mitigation plans, and processes.
- Trusted Advisor - Provide direction and guidance to internal stakeholders answering related questions or issues, while demonstrating a positive attitude.
- Utilizes direction and strategy from leadership regarding business area of expertise to help create and execute plans that shift current priorities to new organizational initiatives and objectives, and influences others to change behavior accordingly.
- Defines vision and strategy for change, broad and specific impact, and the flow of communication to the organization
- Ensures buy in and adoption of the new program or change by others in the organization.

Qualifications
Required Qualifications:
- Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 1+ year(s) of experience managing cross-functional and/or cross-team projects.
- 1+ year(s) of experience in either an engineering team that develops and delivers IT operations/logistical solutions, OR, in a data center operations team that relies on the provides solutions to operate & maintain a cloud services data center.
- As needed, the willingness and ability to travel to Microsoft and/or Partner locations.
While not required, we also look for the following Preferred Qualifications:
- Bachelor's Degree AND 5+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
- 4+ years of experience managing cross-functional and/or cross-team projects.
- 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
- Knowledge of other European Languages like French or German is a plus
Background Check Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
