Role Summary

We are seeking a Head of Risk & Compliance (PCF-12 & PCF-14) to join Payoneer Europe Limited in Dublin, Ireland. This is a key leadership role responsible for shaping, implementing, and overseeing the company’s risk and compliance framework in alignment with Irish and EU regulatory requirements. 

Beyond strong regulatory stewardship, this role acts as a strategic partner to the business working closely with senior leaders across Compliance, Product, Operations, Legal, and Go-To-Market teams to enable sustainable growth. The role supports innovation, and scalable execution by ensuring regulatory expectations are met through pragmatic, risk-based solutions that facilitate informed decision-making and sustained progress. 

The ideal candidate brings deep regulatory expertise, extensive experience engaging with the Central Bank of Ireland, and a proven ability to operate credibly with senior management and the Board. They demonstrate a solutions-oriented mindset that balances effective risk management with commercial objectives, customer experience, and long-term resilience, while fostering a strong risk and compliance culture.

What you’ll do:

  • Serve as a member of the leadership team for Payoneer Europe Limited. 
  • Set and drive the strategic vision for Compliance at Payoneer Europe Limited, ensuring the function evolves in line with the firm’s growth strategy, regulatory expectations, and global operating model.
  • Lead a high-performing Compliance team, developing talent and strengthening capability to support a regulated growth-focused business.
  • Drive continuous improvement  across  compliance processes, leveraging data, technology, and streamlined governance to increase efficiency, reduce friction, and scale controls alongside business growth.
  • Oversee Payoneer Europe Limited's risk management framework, utilising the tools of the Group framework and ensuring risk identification, assessment and mitigation as appropriate for the firm's business activities.
  • Develop, implement, and maintain risk and compliance policies, procedures, and standards for Payoneer Europe Limited appropriate for the nature and scale of the firm’s business activities and in alignment with applicable regulatory requirements and industry best practices.
  • Lead the day to day engagement with the Central Bank of Ireland, building and maintaining strong working relationshipsoverseeing regulatory inquiriesand ensuring timely implementation of recommendations. Engage with other regulatory authorities as required. 
  • Accountable risk and compliance lead for Payoneer Europe Limited in internal and external audits.
  • Act as the primary regulatory and compliance liaison with banking partners and industry bodies, aligning efforts with company strategic goals.
  • Deliver risk and compliance analysis, reporting and insights to the Payoneer Europe Limited Board of Directors and external parties as required. 
  • Develop proposed risk and compliance strategies to address business and industry changes, regulatory developments, and emerging risks, working with senior leadership and the Board.
  • Maintain oversight and control of outsourced functions to ensure ongoing compliance with Irish and EU regulations. 
  • Build and strengthen cross-company relationships, foster a risk-aware culture, and contribute strong leadership to the continued enhancement of the Global Compliance Program. 
  • Act as a strategic partner to Product, Operations, and Commercial teams, enabling responsible growth by supporting new products, features, and market expansion through pragmatic, risk-based decisioning aligned with regulatory expectations. 

 

Who you are:

  • 7+ years of experience in regulatory compliance within regulated financial services organizations

  • Direct experience in a PCF-12 and/or PCF-14 role

  • Proven experience working with the Central Bank of Ireland and other regulatory bodies

  • Strong knowledge of Irish and EU financial services regulations and the broader regulatory landscape

  • Strategic and forward-looking mindset, with the ability to thoughtfully evolve risk and compliance frameworks and operating models in response to regulatory expectations, business growth, and emerging risks. 
  • Strong capability to translate strategy into execution, ensuring that enhancements to risk and compliance programs are well-governed, proportionate, and sustainably implemented. 
  • Demonstrated people leadership capability, with experience developing and mentoring teams, setting clear expectations and accountability, encouraging thoughtful challenge, and fostering an adaptable, resilient risk and compliance function that can evolve alongside regulatory and business change.
  • Sound judgment and a proportionate, risk-based approach to decision-making in a regulated financial services environment.
