Role Overview

Samsic Facility is seeking an experienced and commercially driven Commercial Bid Manager - Public Sector to join our Commercial team. This is an exciting opportunity for an experienced bid professional with a strong understanding of public-sector procurement to take ownership of our public-sector bid pipeline and play a key role in driving the growth and profitability of Samsic Facility's business across Ireland.

As Commercial Bid Manager - Public Sector, you will manage opportunities from initial identification and assessment through to bid strategy, pricing, submission and post-award handover. You will coordinate input from stakeholders across the business to develop high-quality, compliant and commercially compelling submissions that clearly demonstrate Samsic Facility's capabilities and value proposition.

The successful candidate will combine excellent attention to detail and proposal-writing skills with strong commercial awareness, sound judgement and the ability to manage multiple complex tenders and competing deadlines.


Key Responsibilities

  • Monitor public procurement and e-tendering portals, including eTenders, to identify new public-sector tender and framework opportunities
  • Assess new opportunities against Samsic Facility's strategic, operational and commercial objectives
  • Coordinate internal go/no-go decisions and communicate key requirements, risks, timescales and commercial considerations to relevant stakeholders
  • Manage the end-to-end preparation and coordination of public-sector tender submissions
  • Review tender documentation, evaluation criteria, mandatory requirements, contractual provisions and submission instructions
  • Develop bid strategies and win themes for priority opportunities, ensuring submissions clearly articulate Samsic Facility's value proposition and competitive strengths
  • Develop and coordinate high-quality, compliant and commercially compelling tender responses
  • Coordinate bid costings and commercial pricing with Finance and the Commercial Manager
  • Identify commercial, contractual and operational risks within tender documentation and escalate these to the Commercial Manager and relevant stakeholders
  • Coordinate input from Operations, Finance, Sustainability, Innovation, HR, Mobilisation and other relevant stakeholders
  • Manage tender timelines, milestones, deadlines and submission requirements across multiple opportunities
  • Conduct final quality, accuracy and compliance checks before submission
  • Develop and maintain a central tender library containing company information, policies, case studies, methodologies and supporting documentation
  • Maintain accurate records of previous submissions, tender outcomes, frameworks and lessons learned
  • Maintain an accurate public-sector bid pipeline and provide regular updates on opportunities, submission status, outcomes and key commercial considerations
  • Identify and assess new public-sector framework opportunities and support the management of existing frameworks
  • Monitor framework requirements, renewal dates, call-off arrangements and ongoing compliance obligations
  • Develop an informed understanding of the public procurement landscape and engage appropriately with public-sector procurement bodies, including the Office of Government Procurement (OGP), and relevant industry networks
  • Attend and support procurement briefings, customer meetings, clarification meetings, site visits, tender presentations and interviews as required
  • Review unsuccessful tenders and evaluation feedback to identify opportunities for improvement
  • Coordinate formal clarification requests, reviews or challenges where appropriate and in consultation with the Commercial Manager
  • Support the handover of successful bids to Operations and Mobilisation, ensuring key commitments, pricing assumptions and contractual requirements are clearly communicated
  • Contribute to the continuous improvement of Samsic Facility's tender processes, templates, content and ways of working
  • Monitor market and competitor activity to identify future opportunities and support public-sector growth
  • Support the wider Commercial team with market intelligence, customer engagement and business development activity where appropriate


Qualifications & Experience

  • Proven experience managing end-to-end bid or tender processes, ideally within a public-sector or B2B service environment
  • Demonstrable experience preparing high-quality tender submissions and coordinating input from multiple stakeholders
  • Strong understanding of public-sector procurement processes, tender requirements and evaluation criteria
  • Experience with Irish public-sector tenders, OGP frameworks and/or eTenders is highly desirable
  • Experience within Facilities Management, Cleaning, Security, Property Management or another B2B service environment is desirable
  • Experience coordinating bid costings or working closely with Finance and Commercial teams on tender pricing
  • Excellent written and spoken English, with strong proposal-writing and communication skills
  • Exceptional attention to detail and the ability to manage multiple deadlines and competing priorities
  • Strong commercial awareness, judgement and business development mindset
  • Excellent organisational and project management skills
  • Strong stakeholder management and relationship-building skills
  • Proficient in Microsoft Office 365, particularly Word and Excel
  • Willingness to travel nationwide as required


Preferred Skills

  • Experience managing public-sector frameworks and framework call-off opportunities
  • Experience developing bid strategies, win themes and value propositions
  • Experience attending procurement briefings, customer meetings, tender clarification meetings, presentations and site visits
  • Strong understanding of Facilities Management, Cleaning, Security and associated service markets
  • Experience using bid management systems, CRM platforms or other tools to manage tender pipelines and submissions
  • Strong analytical skills with the ability to review tender outcomes, feedback and market information
  • A proactive and commercially focused approach with a clear determination to win new business
