Senior Project Manager is to oversee and coordinate
The EOS Project
work-packages and provide the necessary monitoring and reporting on progress, internally to TU Dublin and to HEA as required. The role will also support the Work Package Leads in delivery of the project.
The EOS Project
, funded through the Targeted Enhancement Fund (TEF) is designed to consolidate TU Dublin¿s strategic development and drive long-term, sustainable success. The project will focus on:
¿ Digitally-Enhanced Student Lifecycle: Improving recruitment, engagement, and retention ¿ drawing on international best practice and utilising digital tools that support a more personalised and effective student experience.
¿ AI-Driven Operational Excellence: Streamlining university processes using artificial intelligence and automation to reduce inefficiencies, enhance service delivery, and optimise resource use.
¿ Academic Career Framework: Launching the first phase of a new TU academic structure by introducing Professorship roles into TU Dublin, recognising leadership and academic excellence and driving out the University¿s research and innovation objectives
¿ Staff Development: Investing in staff training and development to build capability, support innovation, and foster a culture of continuous improvement.

is to ensure financial sustainability by aligning digital transformation and workforce development with smarter resource management. This integrated approach strengthens TU Dublin¿s ability to adapt, compete, and thrive in a rapidly evolving higher education landscape.
The EOS Project
positions the University as a resilient, future-focused institution¿committed to excellence, innovation, and long-term value for students, staff, and stakeholders.
Primary Objectives of The EOS Project
o To oversee and coordinate the work-packages and provide the necessary monitoring and reporting on progress internally to TU Dublin and to HEA as required.
o To embed the University's Student Records Management System (SRMS) into a BAU stage, ensuring a leaner, more focused and resilient operation runs effectively, for student recruitment and student information management
o To improve student retention rates by up to 5 percentage points by 2028, through the creation of a TU Dublin 'Engagement Platform' that will support student engagement, progression and success; and by consolidating good practices and mainstreaming a suite of interventions across the university, under a revitalised 'Student Retention Campaign'.
o To deploy AI to streamline and simplify university processes - assess, rationalise, and integrate the operations of the University, optimise efficiencies and achieve truly transformative, institution-wide impact.
o Recruitment of 5 Full Professors in TU Dublin within timeframe of the project, who will enhance university R&I capacity, lead on knowledge creation and transfer, and contribute to higher skills development for Dublin and the wider Eastern and Midlands region.
o Design and deliver a programme of training & development, to support managers & staff in implementing new processes and practices.
Targeted outcomes of The EOS Project
o Delivery of a defined and approved organisational structure and operating model for longer term SRMS, with associated ways of working and governance. This will provide an enhanced service experience for both students and staff; and it will support growth in student enrolments, leading to an increased contribution to financial plan targets.
o Development and delivery of a new Engagement Platform, which will increase connectivity and sense of belonging between students and the University and help support increased retention, progression and success of students.
o Implementation of a dynamic Student Retention Campaign, which will see retention rates improve by up to 5 percentage points by 2028 ¿ leading to more successful outcomes for students and contributing to the University¿s financial stability, arising from associated additional income.
o A unified business process map, providing a framework to strengthen governance and risk management arrangements.
o Design and implementation of up to 10 re-engineered University processes, through automation and AI, that will simplify operations, optimise efficiencies and reduce costs.
o Recruitment of 8 full Professors to TU Dublin, who will enhance university R&I capacity, lead on knowledge creation and transfer, and contribute to higher skills development for Dublin and the wider Eastern and Midlands region.
o Design and delivery of a programme of training & development, that support managers & staff in implementing new processes and practices, in this next phase of its development.
Key responsibilities of The Senior Project Manager
Project Planning & Governance:
Partner with EOS Project Workstream Leads to develop and maintain an integrated Project Management Plan and Change Management Plan, ensuring they are measurable, verifiable, and aligned with the timelines of the Targeted Enhancement Fund. Establish and embed governance structures that ensure compliance with TU Dublin and HEA standards, including reporting templates and PMO requirements.
Monitoring, Reporting & Evaluation:
Design and implement a robust, evidence-based monitoring and reporting framework that meets internal and external stakeholder requirements. Develop and deliver management reports and dashboards (strategic, operational, regulatory) with clear lineage and definitions aligned to work packages. Ensures that the necessary project tools are in place and maintains and updates the integrated project plan covering all workstreams for the duration of the project. Ensure continuous evaluation of project performance against strategic objectives, applying best-practice methodologies for monitoring and benefits realization.
Communication Strategy
: Develop and maintain a communication plan to keep stakeholders informed and engaged throughout the project lifecycle.
Project Financial Oversight:
Monitor overall project budget performance, including spend forecasting, cashflow, and variance analysis. Implement corrective action plans (¿return to green¿) for any deviations and provide insights into root causes.
Risk & Issue Management:
Maintain oversight of risks, issues, dependencies, and assumptions across all workstreams ensuring that appropriate mitigation and contingency plans are in place. Ensure timely escalation of unresolved risks or issues that may impact delivery, and support mitigation strategies.
Stakeholder Engagement & Change Management:
Partner with the Change Management team and the Workstream Leads to ensure adoption strategies are robust and follow best practice. Support stakeholder readiness and facilitate engagement to drive successful implementation of new processes. Influence and foster collaboration across workstreams to promote innovation and teamwork.
Benefits Management
: Establish and embed a benefits realisation framework to track achievement of strategic outcomes.
Project Board & Governance Support:
Prepare for and support Project Board meetings, acting as Secretariat, compile minutes, track actions, and manage risks/issues arising from governance forums.
Project Closure & Lessons Learned:
Ensure project closure meets all stakeholder requirements, including HEA compliance mandates. Conduct and document lessons learned at project completion and at key phases.
Compliance & Audit Readiness
: Ensure all documentation and reporting meet audit standards for government-funded projects. Support project audit requests as required.
Quality Assurance
: Implement quality control measures across deliverables to maintain consistency and compliance.
Capacity and Capability Building
: Provide guidance and mentoring to workstream leads on project management best practices. Influence and foster collaboration across workstreams to drive innovation and teamwork.
Data Integrity & Security
: Ensure that all project information and data is accurate, secure, and managed in line with regulatory requirements.
