About the Role:

We are seeking a motivated and commercially driven CSA Procurement Lead / CSA Quantity Surveyor to support the procurement and commercial delivery of Civil, Structural and Architectural (CSA) subcontract packages across utility, renewable and infrastructure projects throughout Ireland, the UK and Europe.

The successful candidate will play a significant and influential role within the CSA Procurement team, supporting projects from initial design review and quantity take-off through to subcontractor tendering, commercial evaluation, negotiation and contract award.

Working closely with Engineering, Project Delivery and Project Commercial teams, this role will ensure CSA packages are procured in line with project budgets, programme requirements, technical specifications and business objectives.

Key Responsibilities:

CSA Procurement & Commercial Management

• Manage the procurement of CSA subcontract packages from design issue through to contract award.

• Review drawings, specifications and technical documentation to collate package scope.

• Prepare detailed Bills of Quantities (BoQs) and quantity take-offs using CostX.

• Develop and issue comprehensive RFQ packages, ensuring all technical, commercial and programme requirements are included.

• Lead tender clarification activities and coordinate responses between subcontractors and project stakeholders.

• Support the Procurement Director in the development and execution of package procurement strategies.

Tender Evaluation & Contract Award

• Complete detailed commercial assessments of subcontractor submissions.

• Undertake budget reviews, tender comparisons, ensuring all tenders are levelled correctly.

• Identify and clarify scope gaps, exclusions, qualifications, risks and opportunities within subcontractor proposals.

• Prepare tender evaluation reports and award recommendations for review by the Procurement Director and wider business.

• Support commercial negotiations with subcontractors to achieve best value and project outcomes.

• Assist in the preparation, review and execution of subcontract award documentation.

Cost Management & Commercial Risk

• Ensure procurement activities remain aligned with approved budgets, commercial targets and project objectives.

• Support value engineering and cost optimisation initiatives.

• Maintain accurate procurement trackers, tender logs and budget reviews.

• Assist with the development and maintenance of CSA cost benchmarks and market intelligence.

Stakeholder & Supply Chain Management

• Work closely with Engineering, Design, Planning, Construction and Commercial teams to ensure alignment on package scope, procurement strategy and programme requirements.

• Provide regular procurement updates and commercial reports to project teams and senior management.

• Develop strong working relationships with subcontractors and supply chain partners across Ireland, the UK and Europe.

Desirable Requirements

• Experience working with a main contractor procuring CSA packages for utility, renewable or infrastructure projects.

• Experience managing CSA packages from design issue through quantity take-off, tendering, commercial evaluation, subcontractor negotiation and contract award.

Essential Requirements

• Candidate preference is for a degree in Quantity Surveying, although candidates with a degree in Civil Engineering, Construction Management or a related discipline, will also be considered.

• Experience in CSA Quantity Surveying, Procurement or Commercial Management within construction, infrastructure, utilities, energy or industrial projects.

• An understanding of civil construction methodologies and engineering principles, with an ability to interpret construction drawings, specifications and employer requirements.
