About the Role
The Junior Technical Proposal Engineer will support the Technical Proposals team in preparing and delivering high-quality tender submissions for HV/MV substations, grid connection projects, Battery Energy Storage Systems (BESS) and other major electrical infrastructure developments.
This is a development role offering an excellent foundation in technical engineering, proposal writing and cross-functional project coordination. The successful candidate will receive training, mentoring and increasing ownership of proposal sections, with a clear progression pathway toward a Technical Proposal Engineer position.
Key Responsibilities
Proposal Development
- Assist with the preparation of tender documents, technical submissions, compliance matrices and supporting schedules.
- Support the development of Single Line Diagrams (SLDs), layout drawings, technical methodologies and other tender deliverables.
- Compile equipment datasheets, supplier quotations and technical documentation for bid submissions.
- Contribute to proposal content that aligns with client specifications, project requirements and submission guidelines.
- Support the preparation of formal bid submission packs.
Technical Support
- Review client specifications, drawings, standards and tender requirements.
- Complete preliminary technical assessments, equipment comparisons and value-engineering evaluations.
- Support the preparation of Requests for Information (RFIs), clarification responses and technical query logs.
- Assist senior proposal engineers in developing compliant and cost-effective technical solutions.
- Support the evaluation and selection of technical equipment and project solutions.
Documentation and Quality Management
- Manage tender documentation using SharePoint and Electronic Document Management Systems.
- Maintain accurate document version control throughout the tender process.
- Ensure submission packages meet client formatting and documentation requirements.
- Support compliance with internal Quality Assurance Procedures and Quality Work Instructions.
- Maintain organised and accurate technical records.
Coordination and Communication
- Coordinate technical inputs from Engineering, Procurement, Project Management, Quality, Document Control, suppliers and subcontractors.
- Participate in internal tender review meetings and progress discussions.
- Maintain action trackers and support the monitoring of tender deliverables and deadlines.
- Liaise with internal and external stakeholders to gather the information required for tender submissions.
- Communicate proposal requirements, outstanding actions and submission priorities clearly.

The Junior Technical Proposal Engineer will progressively take ownership of designated proposal sections under supervision and participate in relevant technical training and mentoring programmes.
Key Requirements
- Bachelor’s degree in Electrical Engineering or a related discipline.
- Strong technical aptitude and an interest in power systems and electrical infrastructure.
- Good written communication and technical report-writing skills.
- Proficiency in Microsoft Word, Excel and PowerPoint.
- Strong organisational and time-management skills.
- High level of accuracy and attention to detail.
- Ability to work collaboratively within a multidisciplinary team.
- Willingness to learn and develop within a technical proposals environment.
Desirable
- Exposure to HV/MV electrical systems, substations, renewable energy or BESS projects.
- Familiarity with AutoCAD or other electrical design software.
- Understanding of tendering, estimating or project delivery processes.
- Experience using SharePoint or another document-management system.
- Knowledge of engineering standards, specifications or technical documentation.

This role is intended as a development position with a clear progression pathway toward Technical Proposal Engineer. Progression will be supported through technical training, mentoring and increasing responsibility for proposal development, engineering analysis, stakeholder coordination and the independent ownership of tender submissions.
