Asset Planning Portfolio Lead

The Role: 
The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland’s infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann’s Capital Works pipeline. The function plays a key role in promoting collaboration and co-ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann

The Asset Investment Team is responsible for managing the end-to-end investment planning and portfolio management of Uisce Éireann’s investment portfolio. The Team coordinates investment planning and portfolio management activities including development of the Uisce Éireann Capital Investment Plan, management of the investment portfolio, governance of change to investment data, investment appraisal and post investment review.

The Asset Investment Team is also responsible for monitoring and reporting to internal and external stakeholders on the progress of investment towards the achievement of committed outcome, output and spend targets.

Reporting to the Asset Planning Portfolio Technical Manager, the Asset Planning Portfolio Lead will support the development and management of Uisce Éireann’s Capital Investment Plan. They will be responsible for supporting the development of the new investments, the management of change to the investment portfolio at the planning stage and for supporting the transition of investments from Asset Management to Infrastructure Delivery. The Asset Planning Portfolio Lead will also support performance reporting on the planning portfolio within Asset Management and to Senior Management.

Main Duties and Responsibilities:

•    Support the Development of Uisce Eireann’s Capital Investment Plans
•    Manage and monitor the planning stage of Uisce Eireann’s Investment Portfolio in partnership with teams from Asset Management, Infrastructure Delivery, Finance and Economic Regulation, including co-ordination of the change management process.
•    Manage and co-ordinate regular updates on progress against commitments
•    Carry out analysis of the Asset Planning Investment Portfolio to identify opportunities for optimisation and improvement.
•    Contribute to the implementation of standards and best practices relating to the Asset Planning Investment Portfolio in Copperleaf in accordance with business processes, regulatory requirements and company objectives.

•    Build and maintain strategic relationships within Uisce Éireann and our stakeholder community to drive evidence-based decision making for the successful management and continuous improvement of Asset Planning Investment Portfolio.
•    Provide reports and insights on the Asset Planning Investment Portfolio in terms of cost estimate, schedule, outcomes, outputs, priority, Delta OPEX and planned transition from Asset Planning to Infrastructure Delivery.
•    Contribute to the setting and monitoring of performance indicators relating to the Asset Planning Investment Portfolio.
•    Conduct analysis of trends and data to identify and escalate relevant issues or risks.
•    Maintain focus on the achievement of project outcomes and collaborate with other teams as required to ensure their delivery.
•    Ensure compliance with processes and procedures.
•    Perform other such duties in relation to Asset Management as may be required.

General Duties and Responsibilities 
•    Collaboration with key internal stakeholders across the UÉ business
•    Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards
•    Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives
•    Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
•    Other duties as required

Knowledge, Skills and Experience:

•    Relevant third level qualification and/or accreditation is desirable.
•    A minimum of 5 years of experience in the water, utilities or other similar industries is desirable
•    Proficiency in Microsoft Excel, including data analysis and visualisation tools (e.g. pivot tables, Power Query, formulas etc) is highly desirable.
•    Strong analytical experience, with the ability to draw insights from large datasets.
•    Comfortable working with and learning new enterprise systems; willingness and capability to become proficient with Copperleaf Asset Investment Planning System.
•    Experience in supporting teams through system transitions or process changes.
•    Proven ability to distil complex topics into clear, actionable messages.
•    Excellent interpersonal and communication skills, with the ability to build and maintain strong relationships with key stakeholders.
•    Ability to:
o    Collaborate effectively across directorates and teams
o    Communicate complex information clearly and confidently
o    Identify and escalate risks or issues based on data trends
o    Support change management and continuous improvement initiatives
•    Experience of managing end-to end processes and developing teams to ensure delivery meets customer expectation
•    Demonstrated people management experience, guiding a team to work together and offer support to make the right decisions
•    Experience of monitoring adherence to policies and controls and leading teams to work to the highest ethical and professional standards
•    Demonstrated experience of influencing teams to aim for and achieve high standards by setting clear goals and direction in line with business strategy
•    Experience in identifying safety and well-being improvement initiatives and ensure team safety and well-being goals are met.
