The Role: 

 The Facilities & Fleet Functional area is responsible for obtaining and maintaining Uisce Éireann's headquarters and Regional offices, including activities such as: security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service for Uisce Éireann, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all Uisce Éireann’s facilities and locations and the management of the company’s complex fleet.

The Fleet team is responsible for managing and maintaining the UÉ fleet of vehicles, mobile equipment and specialist plant / equipment which has a potential scale of 2,200 to 2,500 vehicles / units. The team ensure that the size of the fleet and vehicle types are appropriate to meet the demands of UÉ. The team are responsible for developing, maintaining and standardising vehicle design standards / specifications across UÉ and manage the procurement of all fleet (both purchase and disposal) as well as delivering the significant fleet replacement and training programmes.

Reporting to the Fleet Operations LCV Manager, the Regional Fleet LCV Manager is a key member of the Transport Team contributing to the delivery of fleet management services at regional level for all LCV (light commercial vehicles) for Uisce Éireann. 

Main Duties and Responsibilities:

• Support the management and maintenance of the Uisce Éireann fleet of light commercial vehicles, at regional level, ensuring delivery of fleet management services within budget 

• Ensure delivery (including budget and programme) of the vehicle replacement CAPEX programmes in Uisce Éireann.  This work includes gaining approval at contract approval committees

• Work with the Regional Operational teams in Uisce Éireann to ensure that the size of the fleet and vehicle types in the region to meet the demands of the business 

• Liaise with a broad range of stakeholders to include  Senior Operations Managers, Team Leads/Line Management, Fleet Management Teams and drivers etc to agree vehicle types, quantities, fit-out and replacement schedules, ensuring Uisce Éireann finance approval as appropriate. 

• Liaise with the Fleet management service suppliers on a regular basis.

• Participate in procurement and quality assurance / audits of fleet. Assist the coordination of rollout and handover of new vehicles 

• Driving a strong behavioural culture of continuous improvement regarding processes and procedures as well as implementing new technologies 

• Assist the coordination of the delivery of all operational and maintenance activities including servicing, repairs, CVRT/NCT tests and payment of Road Fund Licence (Road Tax) 

• Escalate any technical/driver/customer related issues to Regional Leads

• Develop, maintain and standardise vehicle design standards / specifications across Uisce Éireann and ensure compliance with all statutory and legislative requirements

• Contribute to the fuel/energy reduction programme, including driver training, vehicle replacement projects, and ongoing fleet management improvements

• Support management of fleet in line with Uisce Éireann HSQE requirements including assisting with the development of driver training programmes

• Participate in the on-call rota for Fleet Management if required 

General Duties and Responsibilities 

• Collaborate with key internal stakeholders across the UÉ business

• Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. 

• Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.

• Other duties as required.

Knowledge, Skills and Experience:

• A minimum of 5 years’ Fleet Management experience. Relevant third level qualification and or accreditation is desirable 

• A minimum of 5 years’ experience in the water, utilities or similar industries is desirable and or relevant experience 

• Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally 

• Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others

• Highly motivated individual, working to the highest professional standards and with proven ability to deliver results

• Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions

• Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements

• Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job

• Demonstrated proficiency in fleet management systems, reporting software, and Microsoft Office packages, with the ability to analyse data and support operational decision-making.Experience with electric vehicles and low-emission fleet strategy

• Strong understanding of relevant road safety legislation, fleet-related health and safety regulations, and incident management protocols.

• Knowledge of public procurement frameworks, capital approval processes, and governance standards in a semi-state or regulated utility environment.

• A full, valid Category B driving licence is essential, with no current or pending disqualifications; possession of additional licence categories (e.g. C1, C, CE) is desirable and considered an advantage.
