About the Role
We are seeking a strategic and delivery-focused Procurement Manager to lead procurement across complex infrastructure programmes in Ireland. This role blends strategic oversight with hands-on delivery, operating within regulated public procurement environments across frameworks, standalone contracts and multi-package delivery models.
You’ll work at the heart of multi-disciplinary teams, influencing commercial strategy, mitigating risk, and ensuring procurement outcomes align with programme objectives.
Key Responsibilities
- Lead the development and execution of procurement strategies aligned to programme phasing and delivery integration
- Manage the full procurement lifecycle from market engagement through to contract award and mobilisation
- Prepare and refine tender documentation, including technical schedules and bespoke contract conditions (NEC4, FIDIC, Irish Public Works Contracts)
- Oversee prequalification, tender evaluation, governance approvals and reporting
- Ensure full compliance with EU procurement directives and Irish public sector frameworks
- Build and manage supplier relationships, driving performance and managing variations and commercial outcomes
- Support demand planning and supply chain readiness across major projects
- Embed robust commercial governance, risk management and best practice procurement processes
- Lead and influence multidisciplinary teams and senior stakeholders, ensuring transparency and value delivery
- 10+ years’ experience in procurement, ideally within infrastructure, transport or major capital programmes
- Strong expertise in EU procurement directives, Irish Public Works Contracts, NEC4 and FIDIC
- Proven ability to draft complex contract documentation and manage commercial risk
- Experience delivering procurement in highly regulated environments
- Degree (Level 8 NFQ) in Engineering, Supply Chain, Law, Business or similar
- Desirable: MSc, chartership, or NEC4 accreditation
- Strong leadership, stakeholder engagement and negotiation skills
- Proficiency in MS Office and procurement/contract management systems
