Summary of the Business:
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing on behalf of the Government and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).
Role Summary:
This is an exciting opportunity for a talented and motivated graduate to join the People Function / HR department in the NTMA on a 23-month Associate Programme commencing in September 2027. The programme is open to graduates with a degree in Human Resource Management, Business, Commerce or a related discipline.
People Function division:
The purpose of this role is to provide broad administrative support working as part of a full-service delivery People Function. In this role, the Associate will support the People Functions strategic initiatives and contribute to the day-to-day operations that enhance the employee experience.
The Associate will work with colleagues in a broad range of teams ranging from People Advisory, Talent Acquisition, Reward, Learning & Development, EDI & Wellbeing and Internal Communications as well as having the opportunity to work with colleagues throughout the broader organisation. It is the intention that the Associate will rotate across the aforementioned People Function teams, during the Associate programme depending on the business needs.
The Associate will support the People Function unit through day-to-day duties including but not limited to, the below tasks:
- Supporting the People Advisory team in dealing with employee queries, and build and maintain strong working relationships with Business Units/ Corporate Functions
- Provide support on the administration and continuous improvement of HR processes to ensure they meet the strategic objectives of the People Function.
- Assist with the administration of the employee lifecycle ensuring a positive experience for employees, including, conducting inductions, managing resignations, and coordinating exit interviews.
- Provide support in managing the end-to-end processes of employee leave including maternity, parental, sick etc. ensuring adherence to the relevant NTMA policies.
- Support the management of HR data to provide timely insights that support strategic decision making and generate reports and dashboards that inform People strategies and initiatives.
- Assist with the drafting of documents which may be of a highly confidential and sensitive nature, including contracts of employment, contract amendments etc.
- Support end-to-end recruitment, including job postings, candidate scheduling, sourcing, screening, and offer process.
- Support projects aligned with the People strategy as needed – taking projects from inception through to completion, ensuring on time delivery.
- Contribute to the strategic projects as required.
- At the end of the programme the successful Associate will have developed a solid knowledge base of the People Function and the wider NTMA.

Successful candidates will have a minimum of a 2.1 honours degree or a minimum of a 2.1 Masters, ideally in a related discipline.

Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
