Summary of the Business:
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing on behalf of the Government and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund.
The NTMA also assigns staff to the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).
Role Summary:
This is an exciting opportunity for talented and motivated graduates to join the NDFA unit (Construction & Asset Management) on a 23-month Associate Programme commencing in September 2027. The programme is open to graduates with a degree in Engineering, Construction Studies, Quantity Surveying, Project Management, Architecture, building systems and energy management or other building related discipline.
Business Unit Summary:
The NDFA provides financial advice to State authorities on infrastructure projects with a capital value over €75 million and is also responsible for the delivery of Public Private Partnership (PPP) projects for State authorities (with certain exceptions such as Transport Infrastructure Ireland). In addition, the NDFA provides asset management services in respect of the operation and maintenance of PPP facilities. It also delivers Exchequer Funded capital projects on behalf of certain State authorities, including the Department of Education and Youth and certain local authorities. Following the publication of the Government’s Accelerating Infrastructure Report and Action Plan the NDFA also provides support and assistance to Government Departments and Agencies on major capital infrastructure projects.
The Associate will be required to work alongside all colleagues across the full range of the NDFA (Construction & Asset Management) activities. The Associate will support the NDFA Construction & Asset Management team through day-to-day duties including but not limited to, the tasks described below:
- Construction monitoring activities, including site visits and associated reporting on progress across a portfolio of live construction projects, which can typically include schools, higher education facilities, housing developments and the justice sector.
- Contract management services in respect of operational PPP facilities. The NDFA provides contract management services to government client departments and agencies for a range of operational PPP projects similar to those described above. This role involves monitoring the performance of the private sector PPP company to ensure that the facilities are being operated and maintained to the correct standard. It involves site visits and meetings with end users.
- Administration and management of project documents on the NDFA’s common data environment
- Creation and maintenance of project registers and trackers to ensure accurate records
- Preparation of reports, recommendations and presentations
- Stakeholder engagement and management
At the end of the programme the successful Associate will have developed a solid knowledge base of the NDFA unit and the wider NTMA.

Typically, Associates within this division are working towards achieving Chartered membership of a relevant professional body and often undertake professional qualifications such as post graduate diplomas / certificates in project management or construction law related areas. Successful candidates will have a minimum of a 2.1 honours degree or a minimum of a 2.1 Masters, ideally in a related discipline.

Pension Abatement
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
