Summary of the Business: 

 
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Businesses managed by the NTMA include borrowing on behalf of the Government and the management of the National Debt, the State Claims Agency, the New Economy and Recovery Authority (“NewERA”), the Ireland Strategic Investment Fund, National Development Finance Agency and the NTMA Future Ireland Funds business unit with responsibility for the management of the Future Ireland Fund and Infrastructure, Climate and Nature Fund. The NTMA also assigns staff to the Strategic Banking Corporation of Ireland (SBCI) and Home Building Finance Ireland (HBFI).

 

The NTMA is designated as the State Claims Agency (SCA) when performing the claims management and risk management functions delegated to it under the National Treasury Management Agency (Amendment) Act 2000.

 

Role Summary: 
 
This is an exciting opportunity for a talented and motivated graduate to join the SCA on a 23-month Associate Programme commencing in September 2027. The programme is open to graduates with a degree in Risk, Compliance, Corporate Strategy, Business Commerce or a related discipline. 

 

 
The SCA’s principal objectives are:

 

  • While acting fairly and ethically in dealing with people who have suffered injuries and/or damage, and their families, manage claims taken against the State so that the liability of the State is contained at the lowest achievable level.
  • Advise and assist State authorities on the management of litigation risks to a best practice standard, in order to enhance the safety of employees, service users/patients and other third-parties and minimise the incidence of claims and the liabilities of the State.
  • Manage third party claims for costs arising from all categories of claims taken against the State so that such claims for costs are contained at the lowest achievable level.

 

 

The Risk, Business Process and Compliance Unit (RBPCU) is primarily responsible for maintaining the SCA Risk Register and supporting SCA Senior Management in the management and mitigation of corporate, process, operational and project risk. A key part of which is providing review and challenge to existing and new processes and systems across the SCA, designing appropriate controls to support business units in mitigating risk and ensuring the effectiveness of controls through regular risk oversights and evaluation. In addition to this work, the RBPCU are also delegated responsibility for developing and undertaking an annual programme of GDPR Compliance Monitoring work, to provide SCA Senior Management and NTMA Data Protection Officer with on-going assurance that the GDPR is being complied with by SCA.

 

 

The Associate will support the division RBPCU through day-to-day duties including:


•    Carrying out daily quality assurance reviews.
•    Assisting on Compliance monitoring reviews. 

•    Documenting business processes. 
•    Assisting with compilation of monthly / semi-annual Risk Report to Senior Management and to NTMA Enterprise Risk Unit.
•    Assisting with the co-ordination of internal and external audits across the SCA.
•    Tracking of audit findings & recommendations.
•    Assisting with the review and implementation of SCA and/or NTMA Policies and procedures.
•    Assisting on various projects across the SCA.


At the end of the programme the successful Associate will have developed a solid knowledge base of the SCA and the wider NTMA.

Successful candidates will have a minimum of a 2.1 honours degree or a minimum of a 2.1 Masters, ideally in a related discipline.

Pension Abatement

 

If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/Public Service pension comes into payment during the appointee’s re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
